There are hundreds of students at Runespire Academy, and in theory you could use this tool to create them all in advance, or even build a curated database before you start playing. However, even if you use this tool to generate the NPCs, it is strongly recommended that you still build the student deck slowly throughout the campaign, asking each player to add three new students each session.

The reason it's done this way is to encourage the players to invest a little time and effort into describing how they met each student, gradually introducing them a few at a time, so that each new witch and warlock is given a brief moment in the spotlight and a little bit of personalized backstory. If you generate the entire deck in advance, you risk overwhelming the players with sheer numbers, and they'll have no vested interest in any of them.

If one of the adventures involves a student being kidnapped from a park, the players are more likely to feel personally invested in the story if that student is Anita Hargrove, the flirtatious witch from their alchemy class who accidentally set a PC's desk on fire during a lesson, then later bought them dinner by way of apology.
